Located on the boundary where the city of Busan meets Hallyeo Marin National Park, Gadeokdo presents a typical urban problem of a city on the edge; heavy exploitation of its resources by infrastructures serving other areas.
Four mega scale urban projects — Busan New Port, Geoga Highway, Free Economic Zones and a new airport – are transforming this once pristine island to nothing but infrastructural wasteland. To retain and advance its natural resources as well as to efficiently support new urban demands from adjacent development, four interconnected sub-cities are planned to engage with four different functions separately.

N.E.E.D. is a multi-disciplinary design practice based in New York and Seoul which is built upon the transformational reciprocity between architecture and landscape in both design and professional terms. Founded by two partners, Sangmok Kim, AIA LEED AP and Sungwoo Kim, SBA NL, and internationally acclaimed through their winning entry for Emerging New York Architects Award in 2008, the team members consist of architects and landscape designers who operate across the diverse disciplines of architecture, landscape, and urban ecology.
